Can You Turn on Red Legally?

Look at the turn above. There are stoplights at this interaction. Can you turn on red when going from Pontiac Ave to Park Ave (as depicted by the yellow arrow)?

It's not often that I have an issue with traffic signage, or the lack of, to discuss it. But I've seen too many people take a right turn on red. I've seen too many near misses to not try; I've been in vehicles where the driver thought it was legal to take the turn on red. I'm not sure if they don't see Rolfe Square or they think it's safe even with it being a five-way intersection.

I am proposing that there be a "No Turn on Red" sign on Pontiac ave heading northeast. The other directions in this intersection can safely turn on red.

Update with a prompt response from Jeffrey Barone at the Mayor's Office at City Hall! There should be a sign there!
